Tūī chicks of differing size - question

Tūī chicks of differing size - question

I've been observing tūī in my back garden and noticed a parent feeding fledglings of very different size. One looked almost adult, just smaller and without the white chin feathers, whereas another still has a lot of down, see photo attached. Can they be from the same brood?
