Juvenile Banded Dotterel.
I'm not confident to go with anything more exotic. Too small and bill not large enough for a juvenile NZ Dotterel. Not a non-breeding Large Sand Dotterel, and whilst there are similarities to a Mongolian Dotterel I don't think this bird is leggey enough. The white edges to the wing feathers also suggest juvenile Banded Dotterel. The bill is quite thick though.

A Sand Plover. Doesn't look that big, possibly because it is hunched up (on a shell bank at Miranda?). Due to bill size and shape, leg length and (particularly) leg colour, a Greater Sand Plover.

Lesser Sand-Plover. Basic adult. Fairly stout dark bill, dark lores, short tibia, greenish legs.
