Juv. Pied Shag. Spot in front of eye, streaked foreneck/upper breast, bill looks a bit too light but prob light artifact.

My guess is that it is an immature King Shag, based on the caruncle in front of the eye at the base of the upper mandible, and the faint white line on the coverts. It also appears to have some blue in or around the eye. As I've never seen the species, this is a long shot :)
