tui behaviour

At this time of year I repeatedly see a flock of maybe 30-40 tuis at 20 metres or so above coastal forest/shrub, maintaining position as if soaring, but even with possible onshore wind and ridgelift, they are continuously flapping- so it is a high energy activity. They are not vocalising a lot, neither ar they fighting, despite being tuis. They seem to space themselves evenly. I cannot see them turning and wheeling to catch insects. Is this a "passagiata" behaviour for unpaired birds? They have been ther several days this week- in the first half of the morning at least. Any ideas as to what is going on?
