Red billed gull behaviour

Red billed gull behaviour

Hi. There is a red billed gull in a school playground in lower hutt that isn't flying away when kids chase it. It's just walking around eating dead cicadas. It doesn't appear to be sick or have a broken wing. Is this behaviour normal?

update: bird was taken to the local vet and then delivered I believe to WBRT. However, I don't know what what wrong with it still.

Oh dear poor little chap. Hopefully he’ll be alright im sure he’ll be in good care.
