If you have Outlook 2003: it doesn't support feeds.
If you have Outlook 2007:

1. On the Tools menu, click Account Settings.
2. On the RSS Feeds tab, click New.
3. Click Add.
4. Click OK.

The precise wording given is "Outlook Express 6" and below it the wording is "copyright 2004".

When I clicked Tools and then Accounts there was no RSS Feeds tab.

OK. Outlook Express is a completely different program to Outlook. One word is about all they have in common. Stupid naming. Not helpful.
Outlook Express 6 doesn't support feeds. In fact, it is so old it doesn't support a lot of things, has a reputation for corruption and data loss, and is prone to security issues. Microsoft stopped supporting it a long time ago, and it seems the newest operating system it works on is XP, which is also discontinued. I wouldn't connect to the internet on a machine running XP. I'm sorry to say, I think some upgrades might be required if you are at all concerned about the security of your personal data.
There will be better, free email programs or feed readers you could use, but I couldn't recommend anything on an obsolete operating system.

A new operating system will almost certainly need a new computer. Windows 10 is the current Windows OS.

I recently swapped my desktop over to the Linux Mint OS. I'd been running Windows XP, but since that is no longer supported by Microsoft it has major security issues and is getting increasingly clunky. I have Windows 10 on my laptop, but really don't like it, so rather than "upgrading" to that I went the Linux route, and have been very happy with the result. It's all free, is much less heavy on resources than Windows (so you may not need to upgrade your computer - mine is 10 years old), and has a huge range of software that can do pretty much everything the Windows software can do (did I mention it's all free?). There are Linux equivalents of Word, Photoshop, Excel, iTunes etc (though haven't managed to access the iTunes store), and yes, the BirdingNZ smart feeds work fine on my Firefox browser. Plus software installation and management in Linux is much easier than it used to be. The geeks love to use the terminal window for managing their software, but we less-techy types can manage perfectly well without it.
