ID thoughts on this tern at the Avon-Heathcote Estuary

Hi team, I'm thinking immature W/F Tern, based on wing markings, pale plumage, head structure and longish, heavy bill, but those legs are long and the bird seemed small and "lost" so interested in any alternative thoughts?
