Hi Carol, sorry your question has gone unanswered but maybe better late than never. I don't know the area but I think the answer is straight forward; it appears to be a popular wintering (non breeding) site but the majority of the birds are going somewhere else to breed. I don't know where that would be, and unless there are banded boots it might be hard to tell. They can move a long way.

many banded birds from Wairau and Otago (1991-2012) wintered at Unahi and bred on Wairau and Green Island off coast of Otago; presume that is still the case. Notornis, 2014, Vol. 61: 177 187
