I see that a record of 2 Pacific Gulls on 25th February 2018 at Punakaiki, Buller, West Coast has been submitted to the Rarities Appraisal Committee of Birds New Zealand (UBR number 2018/19).

...And the local eBird reviewer has also invalidated the corresponding eBird record, in line with the RAC's decision.

Kelp gull, not Pacific gull...note white tail feathers.
