Straka's Pond

Hi,
Can anyone help me obtaining permission to visit Straka's pond. In the past it has been possible to walk the track from the sluice by the road. Today the gate was padlocked and additional fencing attached.
Who do I approach for permission to observe the pond?
Am I going to the correct place?
From the observation by the sluice and gate the Dabchicks (7) were making whoopee and there may have been an Australasian Little Grebe or two.
Got a couple of shots of Harriers (3) harriering small flock of Paradise. What were they trying to achieve, there did not seem to be any chicks.??
