Identifying tern at Ashley Estuary

To add to the queries about strange terns at this time of year does anyone know what this tern might be? It was with the white fronted terns on the beach this morning, sitting at the back of the flock. It was smaller than the wf terns with red legs. A juvenile black fronted tern?

Looks identical to my tern in Nelson yesterday. Very young Black-fronted Tern. Still has all black bill.
